New York City presents numerous difficulties for autonomous vehicles, from potholes and jaywalkers to bikers and double-parked cars. Regulatory Hurdles Ahead

Waymo is in the preliminary stages of its expansion, having applied for a testing permit with New York City’s Department of Transportation. This permit will initially allow Waymo’s autonomous vehicles to operate with safety drivers at the wheel. However, New York State law currently prohibits vehicles from operating without a person present, which is a major roadblock.
